1. With the objective of Modernizing/Re-developing the Chandni Chowk Area and based on a report submitted by CRRI the Department of Urban Development. Government of Delhi it is proposed to provide public transport facilities through CNG operated mini buses.
2. Applications are invited in a format as appended to the detailed public notice displayed at the website of Transport Department from individuais/companies/corporate bodies/co-operative societies for grant of permits to ply mini buses (CNG) in Chandni Chowk Area Subject to all statutory requirements and regulations of the Motor Vehicles Act 1988, the Central Motor Vehicles Rules 1989 and the Delhi Motor Vehicle Rules 1993 and all other regulations of the competent agencies concerned on the following routes.
c) Chandni Chowk route (clockwise) Jain Mandir-Left Turn to Esplanade Road- U Turn at Meena Bazar - Left Turn to Chandni Chowk - U Turn from Fatehouri Mosque and return to Jain Mandir.
d) Fountain Route (Anti-clockwise) Fountain (H C Sen Marg)-SP Mukherjee Marg - Church Mission Road - Fatehpuri Masjid - Fountain (in a counter clockwise fashion)
3. For Chandni Chowk Route 20 mini buses and for Fountain route of 10 mini buses having seating capacity of 13 to 22 and floor to ceiling height 1750 mm small be considered to be plied by a single operator on each route only. However, to begin with permits for only 10 mini buses for Chandni Chowk route and 5 mini buses for Fountain route will be given. At a later stage, depending on the requirement up to additional 10 permits for Chandni Chowk Route and 5 permits for Fountain Route for plying of mini busess may be given. The operator for each route shall be different.
4. Applications are invited in the following manner :-
A. Technical requirements - The Technical requirement will contain details/documentation
as prescribed in clause - 15 & 16 of the detailed public notice uploaded in the website of the Transport Department.
B. Financial quotation - The Financial quotation will contain the “fare” proposed to be charged by the applicant per passenger per trip please refer to para 6 of the detailed public notice uploaded in the website of the Transport Department.
C. The financial quotation of only such applicants will be opened at the appropriate stage whose technical requirements have been scrutinized and found to be eligible for further consideration.
D. In case the “fare” quoted by one or more applicants who have successfully qualified the technical requirement stage is same for the route and that “fare” is approved by the competent authority, the selection of the applicant to be granted permit for the route shall be done by draw of lots. Where by such a procedure the same applicant is selected for both routes, that applicant shall have to indicate his preference for any one route. The route left out by such an applicant shall then be allotted by a fresh draw in case there is more than one applicant left over who offered the same lowest fare for that route.
5. The permit holders shall abide by the permit conditions of Stage Carriage buses. These permit conditions for stage carriage buses are available on the website of Transport Department.
6. The State Transport Authority and/ or the Transport Department, Government National Capital Teritory of Delhi shall be… no responsibility or liability in the event that the scheme for mini bus operation in Chandni Chowk area does not become operational owing to any subsequent decision of the Department of Urban Development and / or Municipal Corporation of Delhi in adequate compliance of the recomendation of the CRRI report titled “Transport System Management Plan for Chandni Chowk Area”
7. Interested individuals/companies/corporate bodies/cooperative societies/are invited to submit their applications for each route with complete details and supporting documentary evidence in separate sealed envelopes superscribed as application for grant of stage change permits for Chandni Chowk route/fountain route respectively containing Technical and Financial Bids - Separately packed and sealed in separate packets as the case may be The applications shall be submitted in the office of the Secretary (STA) First Floor 5/9, Under Hill Road Delhi -110054. The applications will be received during working hours on all working day and up to 3 pm on 18th September 2006. The Technical requirements shall be opened in the presence of a duly constituted Committee at 3 pm on the same day in the presence of applicants who are present. The Financial quotation of those applicants who qualify in the Technical requirements will be opened at a time and date to be communicated separately on those who qualify.
8. Competent authority reserves the right to terminate the process of inviting application or grant of permit at any time without assigning any reason thereof.

Implementation of ENVISION an e-Governance Project
The Ministry of Environment and Forests (MoEF), Government of India invites EOI from System Integrators for the design, develop, implement and maintain an IT solution for ENVISION the e-Governance Project being taken up by the Ministry. The Solution will have to be developed in accordance with the specifications given in a detailed Request for Proposal (RFP) document which will be brought out by the Ministry shortly.
The basic purpose of ENVISION is to transform the functioning of the Ministry and its constituent organizations, and also to transform the way the Ministry serves its various stakeholders. Turnkey Contractors for execution of the works under Infrastructure Plan
Maharashtra State Electricity Distribution Co. Ltd. (MSEDCL) is a company registered under The Companies Act, 1956 and entrusted with the function of undertaking power distribution in the State of Maharashtra. The Company has prepared an Infrastructure Plan for the State, for undertaking proactive network planning to meet the estimated load growth in the state. In first phase, MSEDCL intents to implement the work worth Rs.14,524 Crores (approximately) under the Infrastructure Plan for 06-07 to 08-09. The approximate size of the individual tenders which will be awarded at the Circle/ Division level would be ranging from Rs. 100 Crores to Rs 300 Crores. The aforesaid plan is to be funded by REC and PFC. The work is proposed to be executed on Turnkey Basis” through experienced and competent “Turnkey” Contractors. The time frame for implementation is proposed to be two years from the date of issue of “Letter of Award” to the Turnkey Contractors.
MSEDCL has appointed reputed Project Management Consultancy Firms at Zonal offices and Corporate Office for timely completion of the projects. Further, the technical & cost estimates for the various projects have been prepared by MSEDCL taking into consideration the latest available prices and factoring appropriate overheads & costs. The proposed contract also provides for price variation provision as per IEEMA for major materials with an intent to provide reasonable protection to the contractor towards increase in the material pnces due to fluctuations of the cost of materials during the execution of contracts.
The brief scope of work for the “Turnkey” Contractors is outlined below:
• supply, test, transport, construction, erection, testing and commissioning ot transmission, sub transmission, distribution lines, power transformers of various capacities, Distribution transformers of various capacities, commissioning of sub-stations and allied works as would be defined in the bid document;
The Contracts shall be awarded to Contractors with relevant experience and required financial strength. The interested party can be a single firm or voluntarily formed joint venture meeting the eligibility criteria as outlined below:
• Cumulative Turnover of last three years to be equivalent of the Tender Value; and
• Should have executed single order of at least Rs. 30 Crores value or two orders of at least Rs. 20 Crores value each or three orders of at least Rs. 15 Crores value each in any sector during last three years; and
• Should have prior experience of executing similar nature of work in Transmission or Distribution sectorof a minimum value of Rs. 10 Crores through a single order during the last three years;
• ISO accreditation necessary for the contractor(s) within 4 months from date of issue of Letter of Award;
Completion of such mammoth assignment in a time bound manner invites for availability of huge materials/equipment and involvement of adequate work force. MSEDCL, in this regard, invites “EXPRESSION OF INTEREST” (Eol) from interested qualified parties like manufacturers/constructors, contractors, etc. of repute for participation in the process for appointing the “Turnkey” Contractors.

Whereas, Miss. Mary Chandy while working as Pharmacist in Delhi Administralion, Health Centre, New Seemapuri, Delhi under (he East Zone of DHS applied 15 days Earned leave w.e.f. 08.05.91 to 22.05.91 on the grounds of her mothers illness. Her leave was sanctioned for the said period with permission to leave the station. She however,.did not resume her duties and remained absent unauthrorizedly w.e.f. 23.05.91 to till date.
Whereas memos dated 18.07.91 was served upon her with the directions to resume her duty immediately but she did not comply with the directions. An other memo 28.08.91 was also served upon the official at her residential address by CMO I/C, (East Zone) with the directions to report for duty immediately failing which disciplinary action will be taken against her under the rules and the period of her willful absence w.e.f. 23.05.91 will be treated as without pay but the same received back undelivered with the remarks left. She has been charge sheeted u/r 14 of CCS (CCA) Rules, 1965 vide charged memo dated 28.09.92. The same was sent at her residential address through Registered A/D, but not responded.
Whereas Dr. Rajiv Kumar, MS, Malviya Nagar Hospital was appointed as Inquiring Authority to inquire into the charges vide order dated 09.06.2000. To start the enquiry a notice was served upon the charged official by the l.O. at her home address through speed post with the directions to attend the proceedings of the enquiry on 04.04.06 in the office of the I.O., in case the charged official failed to appear forthe enquiry would be held ex-party.
Whereas Miss Mary Chandy, Pharmacist was not reported for the proceedings, there was no option available with the Inquiry Officer to conduct the proceedings ex-party. He has submitied his enquiry report on 13.07.06 duly proved the charges framed against the official on the basis of documentary evidence.
Whereas the undersigned on careful consideration has come the conclusion that she is not a fit person to be retained in service as the gravity of the charge is such as to warrant the imposition of a major penalty and accordingly proposes to impose on herihe penalty of dismissal/termination of services. Now, therefore, Miss. Mary Chandy, Pharmacist is hereby given an opportunity of making representation on the penalty proposed above. Any representation which she may wish to make against the penalty proposed will be considered by the undersigned. Such a representation, if any, should be made in writing so as to reach the undersigned not later than 3fJ days from the date of publication of this notice, if no reply is received the official will stand terminated on expiry of notice period.
